Teresa Wilhelmsen

Teresa Wilhelmsen, P.E., is Utah's State Engineer and Director of the Division of Water Rights. She was first appointed State Engineer in 2020 by Governor Gary Herbert and reappointed by Governor Spencer Cox in February 2024 for a second term. Wilhelmsen joined the Division of Water Rights in 1997 and has served in a range of roles, including Assistant State Engineer, administrative hearing officer, and Regional Engineer for the Utah Lake and Jordan River Regional Office. By gubernatorial appointment, she also serves as an Alternate Commissioner for the Upper Colorado River Commission, a Utah Council Member for the Western States Water Council, and a commissioner and delegation chair for the Bear River Commission. She is a licensed professional engineer and a Utah native.
