Program Objectives



Conservation With a Purpose

To proactively plan for and respond to drought in the Colorado River Basin, Utah needs a water conservation program to facilitate a reduction in consumptive water use by agricultural producers on a temporary, voluntary, compensated, and protected basis. Conservation undertaken in the program must both maintain viable agricultural communities and support continued compliance with the 1922 Colorado River Compact.

The Utah Demand Management Pilot Program will test the application of Utah Code 73-3-30 (4) (as amended in 2023 through SB 144), which empowers the State Engineer to authorize and distribute conserved water in a qualifying program as confirmed by the Authority. The Program will be administered by the Authority in close coordination with other state water agencies and programs.



2026 Price River Water Users Association Storage Forbearance Pilot Project

Due to additional funds the Colorado River Authority of Utah accepting applications under PRWUA Storage Forbearance Pilot Project for one more week.

Price River Water Users Association (PRWUA) was selected by the Authority in 2025 to implement a Storage Forbearance Pilot Project (pilot project) in 2025 and 2026. Each year, this pilot project may enroll up to 2,000 acre-feet of conserved water depletion in DMPP, which translates to up to 3,125 PRWUA shares (1 acre-foot per share), and up to $300,000 in total compensation at $150 per acre-foot of conserved water depletion. PRWUA's water right change application (f52882) was approved by the Utah Division of Water Rights on February 23, 2026.

Under this pilot project in 2026, PRWUA shareholders may apply to voluntarily forbear their use of PRWUA shares, leaving their shares in Scofield Reservoir through the irrigation season to be released to Lake Powell after the irrigation season as coordinated by PRWUA, the Authority, and DWRi. Shareholders selected by the Authority for 2026 will be compensated $150 per acre-foot of conserved water depletion, which translates to about $96 per PRWUA share. PRWUA will receive 3% of the total compensation amount for each shareholder to cover administrative costs. Shareholders will contract directly with the Authority based on the Template Implementation Agreement and Verification Plan.

DMPP 2025 Outcomes

Four pilot projects were selected and implemented in irrigation season 2025. If water right change applications are approved by March 1, 2026, by Utah Division of Water Rights, the four pilot projects will continue for irrigation season 2026.

Depletion reduction estimations are based on the methods summarized in this updated version of the Estimated Depletion Reduction Calculation Methodology Technical Memorandum V.2.2. Methods are for pilot projects selected in 2025 only and may change for future program cycles.

Temporary Fallowing pilot projects were compensated $390 per acre-foot of estimated depletion reduction.

Storage Forbearance pilot projects were compensated $150 per acre-foot of estimated depletion reduction.

Program Team
